President Obama’s greatest foreign policy successes are found in the reports of the mass media. His greatest failures go unreported, but are of great consequence. A survey of the major foreign policy priorities of the White House reveals a continuous series of major setbacks, which call into question the principal objectives and methods pursued by the Obama regime.

One of the most striking aspect of contemporary US-Latin American relations is the profound divergence between the hopes, expectations and positive image of the Obama regime and the policies, strategies and practices which are being pursued. Many so-called progressive North American commentators and not a few Latin American writers have ignored the most elementary features of US foreign policy, and focused exclusively on the highly deceptive rhetoric of “change” and “new beginnings.” A serious understanding of US foreign policy toward Latin America requires a discussion of the main objectives of the Obama regime, the global priorities of imperial policy in times of multiple wars and world depression.

Global capitalism’s deterioration is fast outrunning the disorganized, uncoordinated patchwork of too-little-too-late government “programs.” Nothing illustrates this sorry spectacle better than the twists and turns of U.S. monetary policy to be executed by the Federal Reserve, and Congress’s just-passed “stimulus” program, about to be enacted by the Obama administration.

The pundits are very busy these days looking for scapegoats among the swindlers, liars and manipulators who by their greed and excesses have caused the meltdown that led to this mother of all stock market crashes. Now it’s true that in the midst of every economic boom some masters of the universe exercise no scruples in grabbing their share, and then some, of the profit bonanza; and when conditions sour, find novel ways of hiding their true bottom lines to keep investor capital coming their way.

It is time to take stock. The centrality of the American economy to the capitalist world – which now literally does encompass the whole world – has spread the financial crisis that began in the U.S. housing market around the globe. And the emerging economic recession triggered in the U.S by that financial crisis now threatens to spread globally, as well.

“All other sources of labour having been exhausted, the migrants were the last resource.” So reads the text accompanying the 1940-41 Migration series of paintings by Jacob Lawrence on display at New York’s Museum of Modern Art. More than 60 years later, the demand for migrant labour remains Canada’s “last resource” in efforts to maintain economic growth, although the overall context has shifted somewhat.

n the faculty dining room at the California State University where I teach, a Mexican-American woman places the thin slice of turkey on the bread to make my sandwich. The stress lines that radiate down from her high cheekbones twitch as she tells me politely that she’s fine. One of her sons is in Afghanistan, she reports. The other will leave tomorrow for Iraq. “I pray every day,” she says, smearing the mayonnaise on the other slice of bread.

In your recent book, New Nuclear Danger: George W. Bush’s Military-Industrial Complex, you state, “Never, in the almost three decades that I have been campaigning against the use of nuclear weapons and nuclear power have I felt that the world is in so much danger.” What kind of risks are we currently facing?

On a bleak Monday in late November, 2005, the leaders of Canada’s opposition parties, each hoping to profit from an election they knew to be untimely and wasteful, effected the fall of the country’s minority Liberal government.

The news brought a sense of triumph and renewed hope to the ruling classes in the neighbouring United States, as well.

In Canada, we have guidelines that strictly regulate the use of human stem cells and assisted human reproduction. Both Bill C-6 and the Guidelines on Human Pluripotent Stem Cell Research came about through public consultations with scientists, faith groups, the Canadian public and scholars in bioethics, sociology and law, among others. These instruments established guidelines for ethical research into and use of technologies with potentially profound life-saving medical benefits. Furthermore, the Guiding Principles include the notion that “Research undertaken should have potential health benefits for Canadians” and that the research should “Respect individual and community notions of human dignity and physical, spiritual and cultural integrity.”
