Haiti is a country practically run by NGOs. Inefficiency is practically inevitable in a situation where dozens of foreign organizations are all running projects independently of each other. This bureaucratic confusion is fueled by the underlying belief, still rampant in Europe and North America, that Haitians are incapable of running their own country.
