How do we heal trauma suffered by Native communities?

It is not enough that the Attawapiskat First Nation has declared a state of emergency over the epidemic of suicides and suicide attempts among its youth. Our entire country should declare a state of emergency about the appalling health status, physical and mental, of First Nations and Inuit communities. Would we not have already if, instead of Attawapiskat, it was, say, the teens of Westmount who were killing themselves at 10 times the national rate?
